The City of Fayetteville is seeking an experienced Chief Zoning Administrator in Development Services to perform field inspections of properties to ensure compliance with applicable zoning, watershed, flood plain, sign codes, and ordinances; to review, issue and inspect permit applications for code compliance; make interpretations in the application of the development regulations and advise the manager and director on solutions to issues.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Select, train, motivate, and evaluate departmental personnel; provide, or coordinate staff training; work with employees to correct deficiencies, implement discipline procedures.
- Inspect residential and commercial buildings and vacant lots to ensure compliance with applicable zoning, municipal, building, sign and landscape codes, ordinances, and regulations and approved plans; perform follow-up inspections as necessary; coordinate with the Codes Division on violations; make follow up inspections as necessary; and work with violators to identify solutions.
- Provide professional support, testimony and advice to boards and commissions in review of appeals, waiver and variance requests, alternative signage plans, and rezoning requests.
- Provide interpretations in the daily application of the code regulations and advise the manager and director on more complex interpretations.
- Respond to inquiries, complaints and concerns from architects, builders, attorneys, contractors, engineers, and the general public regarding all codes and ordinances pertaining to zoning, signage, flood plain management, watershed management, and other assigned areas of responsibility.
- Review and issue permits, including zoning, signage, mobile home placement, business licenses, alcohol and ABC permits, floodplain developments, watersheds, and/or other applicable items.
- Review site plans for residential and commercial construction, lighting, landscaping, parking, and signs.
- Perform a variety of research on planning, zoning, background information, and administrative requests; compile and analyze data; and prepare reports and make presentations or provide testimony as needed.
- Maintain records and reports of permit reviews, inspections, and interpretations.
- Attend a variety of planning and zoning meetings.

MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of planning, zoning code enforcement or residential building inspection experience for a municipality or county. Supervisory experience preferred.
Training:
Equivalent to a Bachelor Degree in planning, public administration, law, design or similar, including a field related to development or construction supplemented by specialized training in planning, zoning code enforcement, law enforcement, construction technology, or a related field.
LICENSING & CERTIFICATIONS:
Required:
Possession of, an appropriate valid driver’s license and ability to maintain insurability; North Carolina Building Standard Inspection Level I certification and/or Certified Zoning Official.
Preferred:
None.
