    The City of Fayetteville is currently recruiting for a Housing and Code Enforcement Division Manager. Under the direction of the Development Services Director, the Housing and Code Enforcement Division Manager is responsible for managing the administration and enforcement of applicable housing code compliance and code enforcement operations of the department. In addition, this division is involved in field operations for enforcement of planning and zoning codes adopted by the City of Fayetteville. This individual performs supervisory, administrative, and technical work involving office and field operations for conformance with zoning (signs, historical, site plan etc.) and property maintenance codes.

    ESSENTIAL DUTIES & RESPONSIBILITIES

    1. Manage daily division field and office operations related to assigning work, resolving compliance issues, handling customer complaints and inquiries, review of work product activity and responding to complaint inquiries from senior City management; assist in the development and implementation of Development Services Department (DSD) goals, objectives, policies, and priorities.
    2. Perform a variety of research on planning, zoning, conditional uses, real estate ownership information and similar administrative requests, compile and analyze data. Participate in assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
    3. Serve as the City’s Hearing Officer for statutory hearings on dangerous, substandard and blighted structures subject to City dwelling and building demolition program; schedule and conduct hearings; evaluate testimony and evidence; issue hearing orders with compliance instructions and completion dates.
    4. Ensure implementation of legal procedures as required by state statute and local ordinance for notification of violations and train staff to prepare them and to provide legal testimony as the need arises for gaining compliance with applicable codes.
    5. Coordinate City code compliance operations with other City departments and outside governmental agencies; chair and administer the City’s Code Compliance Coordinating Committee; prepare meeting minutes and agendas; monitor Committee enforcement progress on various issues of common concern.
    6. Serve as a liaison and direct staff administration of the City’s Board of Appeals; schedule commission/board hearings; prepare meeting minutes and hearing decisions; monitor membership attendance; participate as an advisor in the City Council selection process to fill commission/board vacancies.
    7. Assist the public in understanding code requirements, instruct citizens on department procedures and requirements, serve as a resource for the Planning and Zoning Division within the Development Services Department; respond to and resolve difficult and sensitive citizen inquiries and complaints with tact and professionalism.
    8. Interpret and enforce City codes; implement administrative policies and procedures to clarify the application of their provisions; participate in recommending, developing and implementing new codes.
    9. Prepare, recommend and manage the division’s annual budget and authorize expenditures consistent with the budget.
    10. Select, train, motivate, evaluate, commend and discipline appropriate Housing and Code Enforcement Division personnel; through subordinate level supervisors, responsible for daily work assignments and evaluates work performance and completion of continuing education requirements of staff.

    MINIMUM QUALIFICATIONS

    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:
    Four years of increasingly responsible experience in municipal code enforcement, including two years of supervisory experience in a municipal code enforcement or inspection agency.

    Training:
    Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, criminal justice, urban planning, construction management or a related field.

    LICENSING & CERTIFICATIONS:

    Required:
    Possession of an appropriate valid driver’s license and ability to maintain insurability.

    Preferred:
    Level I Standard Building Certification.

    From the time of closing the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
